Dubai Municipality has implemented specific regulations for obtaining a Shisha permit. The applicants should also have a sound knowledge of these guidelines

The Shisha establishment must be located in a commercial building on the main road, and the owner needs to provide a No Objection Certificate (NOC) for serving Shisha on the premises.

The interior space should have a minimum area of 200 square meters, with the cafe bar occupying around 150 square meters.

The Shisha facility must also maintain a minimum distance of 150 meters from neighboring schools and nurseries, as well as mosques and other places of worship.

The front of the cafe should face the main street and have an approved ventilation system, as regulated by the authorities.

The Shisha establishment must have a separate outdoor entrance as part of the building’s basic design, and the service area should be isolated from the rest of the building.

Cafes offering shisha services must ensure the inclusion of at least three non-smoking rooms, and the Shisha rooms should be separate from the non-smoking areas. The minimum ceiling height should be 3 meters.
